At Monday's meeting of the OSAA Executive Board Meeting,several schools were moved to new classes, effective next fall. The start of the 2012-13 school year will be the mid-way point in the current 4 year block that districting and size classing is assigned for, but significant and sustained enrollment changes prompted several mid-block moves.
One of the most notable moves has Scio, a perrenial power in several sports, and a long time member of the 2A Tri-River Conference, moving up to the 3A PacWest Conference, while Waldport will move down from the PacWest into the Tri-River. Scio's latest ADM figures are 22 too high for 2A, while Waldport is 3 below the 3A lower limit.
The board also placed the new RIdgeview High School in Redmond into the 4A class. As a result of the new school opening, Redmond, long a 6A school, will move down to 5A. Both Ridgeview and Redmond will be in the Intermountain Conference 5A/4A Hybrid. This will resolve the debacle that has been figuring out what to do with Redmond, who spent 4 years in the Central Valley Conference, which required all 6 of the Salem-Keizer schools to make multiple trips across the Santiam pass, and complaing loudly about it. After that, the Panthers were lumped with the 2 6A members of the Portland Interscholastic League. This while their natural rivals 20 minutes away in Bend were a league apart.
The addition of the Ravens from RIdgeview will give Crook County an actual 4A opponent in the Hybrid, at least until Ridgeview grows into a 5A sized school. The OSAA Executive Board on Tuesday tabled a decision on the proposal to limit summer football practices until their Dec. 5 meeting. The delay was primarily intended to allow for clarification, refinement, and review of language, but it isn't likely that substantial change is in the works.
“It certainly wasn’t voted down,” OSAA assistant executive director Peter Weber said of the decision. “I think the board is in favor of it, they just want to make sure they get it right.”

Next week, on Sept. 12, the OSAA Executive Board meets for a work session on Sunday, and an open meeting on Monday, at OSAA Headquarters in Wilsonville. Most of the items on the agenda amount to administrative housekeeping. But there is an item that could impact the way your team conducts its off-season football preparation.
The Medical Aspects of Spots Committee is sending before the Executive Board a proposal that will define in fairly narrow terms how teams can conduct contact drills during the approximately 2 month long period from Memorial Day until the start of moratorium week, around the start of August.
If adopted, schools would be allowed only 8 days of practice, and more contraining, those days would have to be conducted in a 10 day window. Which means about 50 days can't be used for such activities.

The story blowing up all over the state this week actually stems from a rash of complaints filed back on April 27 by the U.S. Department of Education's Office for Civil Rights' Seattle office, which charges 60 Oregon public school districts with violating Title IX in nearly 100 high schools, where the percentage of enrolled girls participating in sports is significantly lower that the percentage of the boy's population.
Title IX, you may recall, is that piece of legislation from 1972 more frequently seen in discussion at the collegiate level, which provides for equal opportunity for both women and men, adjusted for relative population size, at any institution receiving any federal funding.
It applies equally to high schools too, though.
And it's not a small school issue, where local resource and interest limitations might be the cause. Districts involved include Salem-Keizer, Beaverton, Portland Public Schools, Eugene, Medford, Lake Oswego, Klamath Falls, McMinnville, and Hillsboro.
Not that it is any less of an issue in Toledo, Oakridge, or Burns.

The proposed changes will be considered by the OSAA Executive Board for a vote at their summer board workshop, to be held July 24‐26, 2011, at Eagle Crest Resort in Redmond.
Most notable is a recommendation to freeze teams' RPI before the Play-in round(s) in the 4A, 5A, and 6A classes, preventing the sometimes significant altering of a teams' relative seeding due to what is primarily a geographically structured mandated playoff tier. At the same time, the suggestion to set a substantially earlier cutoff date for schedule changes and additions was rejected.
That idea was intended to curb teams adding games late in the year to improve their RPI by playing a team, sometimes from another classification, once it is known who will have a good record, and who won't. A substantial concern with the early freezing of schedules is the impact on softball and baseball, who have long scheduled late non-conference games anyway, especially in wet years, where many games may have been lost due to weather.

The 2011 OSAA Band Championships concluded Saturday, with the 6A competition, and Director Todd Zimbleman's Titans defended their 2010 title, posting a score of 336 points, which easily outdistanced the field of 20 bands.
While West Salem was leaving the competition far behind, David Douglas, directed by Jennifer Brooks-Muller, won what was a very tight battle for the rest of the 6A trophys, taking second place, with 317 points. Reynolds, Directed by Ben Brooks, was only one point back, in third place with 316 points.
Thurston, Newberg, McNary, North Salem, Hilsboro, Gresham, Southridge, Roseburg, Redmond, Grants Pass, Grant, Lake Oswego, Sprague, Century, and Barlow also competed Saturday, and McKay and Westview also posted state qualifying scores this season.

South Eugene Students Swept Off RocksBlogs - CCCougarfan Blog Written by Andy Wooldridge (CCCougarfan) Monday, 07 February 2011 08:50 Hits: 1156 Two South Eugene students, 18 year old Connor Ausland, a member of the Axemen varsity basketball team, and 17 year old Jack Harnsongkram, were swept off the rocks by a large wave and drowned early Saturday afternoon at Smelt Sands State Park, near Yachats, OR.
The two were part of the Mr. Axeman charity fundraising pageant from the school. the program raises money each year for the Children’s Miracle Network. They were walking with four other boys from South Eugene when an unexpectedly large wave came up and swept them off the rocks. The other four reportedly saw and heard them, and attempted to rescue them, creating a makeshift lifeline rope made of articles of clothing. But they were unable to reach the two.

On Monday, the OSAA Delegate Assembly meets in Wilsonville, and the top topic will be a proposal to shorten high school sports seasons other than football, which has already had a game eliminated at the 6A and 4A levels, and two from the 5A season. This on the heels of the implementation of play-in playoff rounds, which effectively compressed both the regular season and post season already.
Last year, a proposal was voted down to force shorter seasons, but a number of districts, predominantly, but not exclusively, from more rural areas, has brought the idea before the Delegate Assembly again. The theory is that in difficult economic times, many cannot afford the cost of staging as many events as are currently permitted, with transportation costs being the over-riding issue.
The Metro League has countered, pointing out that cutting events would cost them significantly, by cutting revenue. Basketball games can make as much as $2,000 in gate and concessions for well run programs. Track invitational meets can net upwards of $5,000 for the hosts, and a significant cut in dates would force some of them to cease operations.

The OSAA Executive Board has moved the 3A boys and girls basketball tournamentsback to Coos Bay, and Marshfield High School, which was the site of the (then) A-2 boys basketball tournament from 1959 thru 1970.
After this year's event at Willamette University reached overflow status for the Saturday night finals, and experienced problems due to insufficient parking during weekdays again, an issue that plagued the event during it's recent four year run in Salem, a proposal was made to the OSAA move the tournament to Coos Bay.
